Statistics
To determine priorities and programming, Communities That Care of Lorain County utilizes local data and relies on the results of the CTC Youth Survey, archival data and community assessment input. The survey has been administered in 2003, 2006 and 2009.
CTC Youth Survey
Since 2003, CTC has conducted a survey of students in grades 6, 8, 10 and 12 (12th graders were not surveyed in 2003) on their behavior, attitudes and knowledge concerning alcohol, tobacco, other drugs and violence. This survey is conducted in partnership with the local school districts in Lorain County. The survey is developed from the work of Dr. J. David Hawkins and Dr. Richard F. Catalano. The survey is designed to identify levels of risk factors related to problem behaviors such as alcohol, tobacco and other drug (ATOD) use and to identify levels of protective factors that help guard against those behaviors. In addition to measuring risk and protective factors, the CTC Youth Survey also measures the actual prevalence of drug use, violence and other antisocial behaviors among surveyed youth.

Archival Data
Since 2003, CTC has compiled archival data which enhances the Youth Survey findings in terms of certain risk factors. This data is gleaned from local, regional and national statistics for Lorain County. Key risk factors that are enhanced by the archival data include: availability of drugs, transitions and mobility, low neighborhood attachment and community disorganization, extreme economic deprivation, family history of problem behavior, family management problems, family conflict, favorable parental attitudes and involvement in the problem behavior, lack of commitment to school, early initiative of problem behavior, substance use, violence, teen pregnancy, school drop out, delinquency.

Community Assessments
We are currently in the process of a community-wide assessment for our county. Starting this April and through June, “listening sessions” will be held with groups around the county; some might be held with youth groups, parents, community leaders to gauge the “pulse” of what people are saying about the problems, consequences and solutions with underage alcohol, tobacco and other drug use. This fall, students in grades 6, 8, 10 and 12, will complete the 2009 Youth Survey, which provides data for the coalition to track trends and provide assistance to school districts. At the same time, the coalition reviews other data that affects our community -employment statistics, teen births, foreclosure rates and more.
Purpose
The data gleaned from the youth survey, archival data and community assessments serves two primary needs. The survey results provide an important benchmark for alcohol, tobacco and other drug use and delinquent behavior among Lorain County’s surveyed youth as well as provide administrators and local community partners with critical information concerning patters of use and abuse of harmful substances and behaviors. In addition, the results help indicate whether prevention and treatment programs are achieving their intended results. The archival data and community assessment findings enhance the youth survey data to allow communities to identify and implement specific population level activities to assesses risk factors that are related to these behaviors and protective factors that help guard against them (in community, family, schools and individual/peer groups).
